Due diligence on potential steel plant acquisition for Feralpi International Steel Group

WSP Environmental conducted technical environmental due diligence assessments to facilitate the potential acquisition of a major steel plant in Romania

Feralpi, the Italian based international steel group, required detailed Phase 1 and 2 environmental assessments prior to the potential acquisition of a long standing major steel plant in Romania. The Romanian authorities specifically required the assessment.

The objective of the investigation was to determine the baseline condition of this particular site in Otelu Rosu, identifying risks associated with historical ground contamination prior to the acquisition and ongoing operation of the site.

WSP Environmental brought a team of people together from the UK and Italy, supported by carefully selected Romanian sub-contractors to deliver the technical environmental assessment.

Our approach to the ground investigation covered:

  • Intrusive investigation work, including trial pit excavations and progression of boreholes over accessible areas of the site
  • Installation and monitoring of groundwater wells
  • Chemical testing of soil samples, groundwater samples and surface water samples
  • Formal recording of the process areas of the former and current site

Following evaluation of the expected costs of the historical environmental liabilities, Feralpi decided to proceed with the acquisition.

In the next stage of the process, WSP Environmental is assisting the client in designing measures aimed at mitigating liabilities and handling negotiations to ensure their acceptance by the local authorities.
