WestOne JV is Westminster City Council’s service provider in the areas of transport improvements and the management and maintenance of the Council’s structures portfolio. Apart from delivering the core design services as one of JV’s partners, WSP developed, and integrated with the client’s systems, an innovative Business Management Portal: Enforma™ WestOne.
Client requirements
The initial brief was to:
- Conduct business analysis - including the review of business processes around the commission
- Develop a business requirements definition
- Develop functional requirements for the solution - including integration with a number of council-owned and external systems
- Project-manage the implementation including:
- Software development
- Process mapping and documentation
- End-user training
What WSP did
Working together with the client, WSP delivered the first version of the Enforma WestOne Business Management Portal in Autumn 2005. The solution represented a “best fit” framework of web-based applications including request logging, workflow, and reporting modules. All these work in conjunction with the client’s existing Project Management System, immediately bringing benefits through the ability of all parties to work together on a common platform, driving business performance through high visibility of process issues and performance indicators in real time.

In the process of delivering the project, a number of opportunities to improve business processes through an innovative application of proven technologies were identified. The second version of Enforma WestOne was specified and delivered in Spring 2006, enhancing JV’s service delivery while introducing further efficiencies within both JV and the client organisation.
Our consultants are currently delivering a scoping study for a “Financial Resources Management Solution” which combines the scoping of a system solution with the review of current business processes around financial management and reporting. The study will form a base for the development of financial monitoring processes and systems that follow the best value approach.
