Objectives and challenges
The university’s projected expansion of about 40% in terms of staff and student numbers in the 20 year period to 2020 resulted in the second campus, Manor Park. The local highway network, including the A3 trunk road, was close to capacity and there was a clear need for a comprehensive transportation strategy. WSP successfully developed a strategy with Surrey County Council and the Highways Agency which has seen a net reduction in traffic generated by the university between 1999 and 2008, while accommodating an increase in staff and student numbers of over 25%.
The sustainable transport strategy developed by WSP included a travel plan, comprising of car parking restrictions, improvements for cyclists and improved public transport provision both within the university and across west Guildford.
Added value and benefits
- Planning consent achieved to secure the University’s long term expansion plan
- WSP’s consultative approach with the highway authorities overcame objections to the proposal Reduction in the University’s carbon footprint from transport
- Introduction of a successful travel plan to deliver sustainable travel and less demand for car parking
- Improved pedestrian safety throughout the University campus
- Greater transportation choice resulting from an effective travel plan
Learning
A substantial knowledge base was developed through the monitoring of transport issues which has allowed WSP to offer assistance to the University on other areas:
- Improvement of access to Surrey Research Park, a major local employment centre
- Assessment of impact of a Park and Ride scheme
- Transportation support to major development projects on both parts of the campus
- Safety review of roads, cycle paths and footpaths on the campus and design of improvement measures
