The Eastern region incorporates the northern section of the M25 and its associated arterial routes M1, M4, M11, M40 and A1(M). The Control Centre, located adjacent to the M25/A1(M) junction, contains a state-of-the-art Control Room, Major Incident Room and dedicated Equipment Room. The Control Centre also acts as a base for the Highways Agency’s new Traffic Officers. WSP had primary responsibility for the following:
- Project, financial and technical management
- Identification of suitable control office locations;
- Procurement strategy (subject to Employer Guidelines)
- Control office building design
- Health and Safety
- Civils infrastructure design
- Communications infrastructure design
- Highways Agency's Network Communications Systems and Equipment installation and commissioning supervision
- Environmental assessments and documentation
- Production and submission of Development Control Documentation;
- Maintenance strategy
- Business case development.
Some of the innovative aspects of the project include:
- Use of project extranet for dissemination of information among all stakeholders and control of RFI’s during the construction phase
- Use of external and impartial manager for project programme and Quantitative Schedule Risk Assessments (QRSA)
- Use of web based Contract Change Management (CCM) software system
