A team of experts from WSP in Sweden were asked to evaluate a previous, Second Generation Planning Project, implemented in 1980-82 by a Polish consultant. This led to an invitation to tender for the Third Generation Planning Project and our appointment in December 2004. At the same time WSP staff were also allocated to the parallel National Programme for Water and Sanitation, which has synergies with the main project.
By 2005 a team of 20 experts were employed in Libya on the Third Generation Planning Project, with a further 15 working on the National Programme for Water and Sanitation. Their main challenges were the collection of data from the many different authorities - a very time-consuming process - and the introduction of a modern planning methodology in a country which has been almost closed from foreign influence during a number of years.
The scope of WSP’s work on the main planning project covers the period 2005-2025 for a quarter of Libya, including the region of Tripoli. WSP’s appointment covers the period 2005-2009, of which the first two years is being spent preparing regional planning reports, followed by the delivery of urban and detailed plans from 2007-2009.
In addition WSP will be surveying, updating maps, providing statistics, setting up the IT and GIS infrastructure and providing the project with maps at various scales. The planning documents produced will form steering documents for Libya’s future spatial development.
