HANET - Highways Agency Network, UK

HANET is a national CCTV image delivery system covering the major parts of the English motorway network.  It is a development of the motorway CCTV surveillance system used by the police.

The client, the United Kingdom’s Highways Agency could see that by extending their CCTV coverage and availability to internal operatives as well as certain third party stakeholders such as the emergency services, route managers and maintenance contractors, would bring benefits in improved management and maintenance through increased utilisation of the CCTV asset.  The system was code named HANET.

WSP was responsible for the concept design, proof of concept, and then designing and managing the installation of HANET, as well as for its operation and support and maintenance management. 

Nationwide delivery on time and within budget

WSP’s intelligent transport systems specialists initially instilled client confidence by developing a proof of concept pilot system, that demonstrated the interoperability of key system components, and our ability to deliver the national system.  Through supply-chain management and a rapid project delivery technique we delivered the national system on time and in budget within six months.  During this time we also worked to engage regional stakeholders to support the delivery of HANET within each area.  Key to the system was a detailed policy based study in terms of issues of civil liberties, access control and use of the iby third parties.

System features include:

  • Internet-based system
  • Fast-scan motorway CCTV images updated every three seconds
  • Designed for compatibility with Highways Agency desktops in the Regional Control Centres and elsewhere
  • No additional software or hardware required, and minimal space and power requirements

Widespread network coverage

HANET has enabled the Highways Agency to view cameras across different regions for the first time.  Nine hundred users now have access to over 600 cameras covering major motorways and interchanges on the English road network with a system that is simple, economic, reliable and easy to maintain.
