Ukravtodor, which is responsible for the 170,000 km national road network, is striving to improve the effectiveness and efficiency of its operations as Ukraine moves toward a market economy.
The Road Management Reform Plan will help define a strategy for reform of road administration and management, focusing on the clear separation of responsibility for the areas of policy, administration, management and works execution.
The study team has also identified and made recommendations on how the structure and level of road financing can be improved for state and local roads - based on available and potential sources of revenue and the maintenance needs of the network. Assistance is also being given to improve financial management and procurement systems within Ukravtodor.
WSP is providing a team to review institutional arrangements for the road sector and recommend improvements. It has prepared an updated strategy for improvements in road sector financing in the light of current and future road maintenance needs for state and local roads. Working in conjunction with Ukravtodor and ministry staff, the team is developing a road reform plan, road financing plan and making recommendations for necessary legislative changes.
A major feature of the project was a study tour to the UK by senior Ukravtodor officials, focusing on the UK's Highways Agency. Illustration of how the above issues are dealt with by Western European countries helped increase knowledge and understanding of effective and efficient network administration and management, and has contributed to the discussion of how these may be improved.
